I am sorry for the delay which has occurred in this case but it has arisen because we are merely acting as a post office in these negotiations which, in the normal way, would have been conducted between your representative in Hong Kong and the Colonial Secretariat there. If you have any other proposals to suggest we shall, of course, be only too glad to transmit them to the Governor for his consideration.
